Hard to tell from that small piece, is it flap meat, aka loin tails?

It's off the chuck. It's the outer muscle that sits right under the chuck eye. Some people call it a Denver cut. You can see it on this roast. It's the muscle right under the eye. Great cut in my book.

I think from the picture that Master Meat Sawman is correct. I agree it is a great cut and have seamed out for myself when procesing chucks.

At Food Lion, these were sliced into Denver Steak. Chuck as MMSawman says

at first loin thought loin tail no thats chuck meat
