I would throw a reel of twine into it.

Twine or modify by poking holes in bottom as a good old charcoal starter or use for wood chips smoke stack

An old stuffer was my first inclination, but nothing like a good twine holder.

I might try throwing a liver in there so I slip it into a nylon vaccuum seal bag without getting blood all over the place... what a mess!

Everyone who guessed twine is correct. It's the string holder for a tying machine. I don't think it's original purpose was for meat, but it works great for meat. I have heard it was made for tying boxes. Lots of markets out here used to have them. They could be problematic when people using them didn't know what they were doing, but for the most part, they are fantastic. The biggest problem was they weren't oiled regularily by anyone. I'll get a picture of the machine.

first I thought it was where the hoof goes during process but the more i look at it the twine makes sense I could use that... makes tying more controled

Here's the machine, but without the string bucket (which goes underneath). It's hard to see, but the second picture says
"BUNN Package Tying Machine"
